What does it mean to have a criminal conviction sealed do?

I have a brother who had a criminal conviction sealed. When she applied for a job, the conviction appeared on his background investigation. He paid a lawyer a bit 'of money to have it sealed and then it seems that it did absolutely nothing for him. He lives in Arkansas, and was his first and only offense. Please help!

The conviction will not appear in a specific record sealed, but the fact was he was appears doomed.
