Would be the car pass inspection station vehicle problems?

If someone sells a car and has a friend who does the inspections the state machinery, would / could the friend to pass the vehicle if there were problems that would cause the failure of control? Could be minor problems or major problems. What risk the inspector is taking, if he chose to do so?

Loss of license / certification, its called fraud, essentially the person who is selling the inspection decal or certificate. This happened in a place where I worked.
