Factory Building

I am very confused on the fact that property taxes for the construction of a home is considered Overhead Factory?
I have this problem in accounting which contain the factory property taxes, property taxes and building-a home. Now I know that property taxes go under overhead production. However, I believe that only the strictly direct the production. property tax headquarters building then where does it go?.
