When he came to Texas in 1910, he reported that he could get in a rowboat and using only a push pole, make his way "to the fishing grounds and catch a hundred pounds or more of trout and redfish" in a few hours. A couple of years later, the shrimp trawlers arrived. As they plied the Gulf in increasing numbers, they depleted the shrimp populations in the bays, and Farley watched the fish move farther and farther offshore, following their ever more elusive food source. From his perspective in the mid-1960s, Farley was not satisfied simply to lament the disappearance of once-abundant species. He also strongly voiced his views on the need for conservation. Many of the problems he identified are still with us, and some of the solutions he prescribed have since been adopted. This book is both an appealing reminiscence and a cautionary tale. Anyone who cares about fishing and the health of the Gulf’s waters will find an authoritative and completely engaging voice in Barney Farley.

In City of Strangers, Andrew M. Gardner explores the everyday experiences of workers from India who have migrated to the Kingdom of Bahrain. Like all the petroleum-rich states of the Persian Gulf, Bahrain hosts an extraordinarily large population of transmigrant laborers. Guest workers, who make up nearly half of the country’s population, have long labored under a sponsorship system, the kafala, that organizes the flow of migrants from South Asia to the Gulf states and contractually links each laborer to a specific citizen or institution. In order to remain in Bahrain, the worker is almost entirely dependent on his sponsor’s goodwill. The nature of this relationship, Gardner contends, often leads to exploitation and sometimes violence. Through extensive observation and interviews Gardner focuses on three groups in Bahrain: the unskilled Indian laborers who make up the most substantial portion of the foreign workforce on the island; the country’s entrepreneurial and professional Indian middle class; and Bahraini state and citizenry. He contends that the social segregation and structural violence produced by Bahrain’s kafala system result from a strategic arrangement by which the state insulates citizens from the global and neoliberal flows that, paradoxically, are central to the nation’s intended path to the future. City of Strangers contributes significantly to our understanding of politics and society among the states of the Arabian Peninsula and of the migrant labor phenomenon that is an increasingly important aspect of globalization.

Laurence LouAr, author of the critically acclaimed "To Be an Arab in Israel," brings her extensive knowledge of the Middle East to an analysis of the historical origins and present situation of militant Shia transnational networks. She focuses on three key countries in the gulf: Kuwait, Bahrain, and Saudi Arabia, whose Shia Islamic groups are the offspring of various Iraqi movements that have surfaced over recent decades. LouAr explains how these groups first penetrated local societies by espousing the networks of Shiite clergymen. She then describes the role of factional quarrels and the Iranian revolution of 1979 in defining the present landscape of Shiite Islamic activism in the Gulf monarchies. The reshaping of geopolitics after the Gulf War and the fall of Saddam Hussein in April 2003 had a profound impact on transnational Shiite networks. New political opportunities encouraged these groups to concentrate on national issues, such as becoming fierce opponents of the Saudi monarchy. Yet the question still remains: How deeply have these new beliefs taken root in Islamic society? Are Shiites Saudi or Bahraini patriots? LouAr’s book also considers the transformation of Shia movements in relation to central religious authority. While they strive to formulate independent political agendas, Shia networks remain linked to religious authorities ( "marja’") who reside either in Iraq or Iran. This connection becomes all the more problematic should the "marja’" also be the head of a state, as with Iran’s Ali Khamenei. In conclusion, LouAr argues that the Shia will one day achieve political autonomy, especially as the "marja’," in order to retain transnational religious authority, begin to meddle less and less in the political affairs of other countries.

Army engineer support to U.S. Central Command’s joint maneuver force during the Persian Gulf War was massive and critical. Over 100 active and reserve component engineer units contributed significantly to the success of Operation DESERT SHIELD/DESERT STORM. These contributions are well documented in Supporting the Troops: The U.S. Army Corps of Engineers in the Persian Gulf War. The Gulf War dramatically demonstrated the need to deploy engineers early so that they can determine the engineer requirements, communicate those requirements to the maneuver commanders, and take appropriate steps to bed down and sustain U.S. forces. The delayed flow of engineers and their equipment into Southwest Asia directly affected the ability of the maneuver units to sustain themselves and operate effectively. We are now moving toward a smaller, quality Army with rapidly deployable forces. There are fewer engineer units than in 1990, and a larger proportion of the engineer force is in the reserve components. As the active component force continues to shrink, we must insure that the reserve component engineer forces are well trained and ready to deploy on short notice. During the Gulf War engineers provided the model for the Total Army concept, successfully blending Active Army, Army National Guard, Army Reserve, and Department of Defense civilian engineer capabilities. U.S. forces could not have succeeded in the Gulf without the assistance of the reserve components and civilians. The force structure of today’s Active Army does not include a number of specialized engineer units needed to support a large-scale deployment. Nor do operational engineer units have all the special expertise that can be found inthe U.S. Army Corps of Engineers. As Supporting the Troops vividly illustrates, the contributions of the Corps’ military and civilian members were diverse and significant. Over 160 Corps civilians, who voluntarily deployed to Southwest Asia, provided procurement, design, construction, and real estate support. Corps members worked diligently, often in difficult conditions, to provide for the well-being and safety of tens of thousands of U.S. soldiers. They devised creative solutions to the problems they, encountered, whether implementing new policies or developing new project designs. It was my privilege to serve with them in the Persian Gulf. Bandar Abbas, once a small fishing village, became the gateway port for Iran after Shah Abbas defeated the Portuguese in 1622. However, with the fall of the Safavids and the withdrawal of the British East India Company in 1759 the port went into decline; by 1793 Bandar Abbas was under the direct control of Oman. In 1869 Iran had to resort to force of arms to take it back from Oman. Yet, this important port is hardly mentioned in the histories of Iran. For the first time in Bandar Abbas: The Natural Trade Gateway of Southeast Iran, Willem Floor, using primary sources, analyses the port’s morphology, population, water supply, health, education, and living conditions during the Qajar period. Furthermore, he discusses in detail how Bandar Abbas came under Omani control; how the Qajars assumed direct control; as well as the town’s vicissitudes under a parliamentary governed Iran, and the new centralizing Pahlavi state. The book also gives a detailed analysis of the nature of Bandar Abbas’s trade and the reasons for its ups and downs; the role of European political and economic activities; central government institutions that were present in Bandar Abbas and the many new institutions that were created in the twentieth century. A similar comprehensive analysis is offered for Minab (a nearby town) with which Bandar Abbas had a symbiotic relationship that changed in the twentieth century. Based on primary sources this study of a major Persian Gulf port offers a comprehensive view of the "growing-up" pains Iran had to suffer to find its way into a modernizing world. For most Americans, the war against Iraq lingers in memory as a vast morality play, a drama offering ready made heroes and villains: a glowering dictator in military uniform, hapless Kuwaiti refugees with tales of persecution, plucky pilots with high-tech wizardry, and a defiant American president, ringing Churchillian as he drew a line in the sand. But this characterization of the war is greatly oversimplified, a one-dimensional portrait, lacking in context and nuance. In War in the Gulf, 1990 91, eminent scholars Majid Khadduri and Edmund Ghareeb paint a very different picture, one that brings historical depth to the portrait, and displays the actions of many of the participants in a new and revealing light. Khadduri and Ghareeb offer a far more accurate and complex portrait of the Iraq-Kuwait conflict, providing a wealth of background information not readily available before. They made a distinction between the differences between Iraq and Kuwait over frontiers, territory, and sovereignty and the method pursued by Iraqi leaders to resolve those differences. They explore, for instance, the history of relations between Iraq and Kuwait, revealing that Kuwait had once been a part of Basra (in southern Iraq) during the Ottoman rule, and only became a separate country while under British control (it was the British in fact who drew the much-disputed boundary line between Iraq and Kuwait). Khadduri and Ghareeb describe the many decades of struggle to resolve the boundary issue, examining the repeated attempts by other Arab states to mediate according to Islamic traditions of consultation and peaceful resolution within the faith. The authors also show how Saddam Husayn’s war with Iran exacerbated the boundary tensions. Because of the decade-long war, Iraq badly needed oil revenue to repay wartime loans and to rebuild, but Kuwait persisted in pumping far beyond its OPEC quota, driving down prices, and costing Iraq billions of dollars of revenue. The book reveals how Kuwait spurned Arab attempts to mediate this clash over oil prices as well as the longstanding boundary dispute, frustrating efforts to resolve this crisis by peaceful means. In one particularly interesting section, the book examines the diplomatic talks during the early summer of 1990, both among various Arab nations (most notably, Iraq, Saudi Arabia, Egypt, and Kuwait), and with Saddam Husayn and the United States (they show how messages from Washington and a visit by a congressional delegation lead by Senator Dole convinced the Iraqi leaders that they would be allowed to settle their problems with Kuwait without outside interference). Khadduri and Ghareeb carry us through to the present, exploring the war and its aftermath, from the uprisings against Baghdad, to the continuing U.N. sanctions, to the recent defections from Saddam’s inner circle.
